Tropical Storm Oscar is making it harder to restore power in Cuba after a massive, prolonged power outage that preceded the storm. Oscar is hitting a key region for power generation where at least two important power plants in the city of Holguín Santiago de Cuba are located.

Oscar, which the National Hurricane Center characterized as "very small," is the 15th named storm of the hurricane season.

Hours earlier, Tropical Storm Nadine formed off Mexico's southern Caribbean coast and was moving inland across Belize.

NHC expects Oscar to weaken after making landfall on the northeastern coast of Cuba, but it could still be a tropical storm when it moves north of Cuba late Monday and across the central Bahamas on Tuesday.

Oscar probably won’t be around long. After making a run westward at Cuba, it will begin turning north into Monday and weakening into Tuesday.

Oscar was also the eighth named storm to form since Sept. 24, breaking a record for most named storm formations between Sept. 24 and Oct. 19.

Hurricane Oscar formed Saturday off the coast of the Bahamas, the National Hurricane Center in Miami said. It characterized the storm as “tiny.” The government of the Bahamas has issued a hurricane warning for the Turks and Caicos Islands and the southeastern Bahamas.

Millions of Cubans were enduring electricity blackouts as the government struggled to restore services. Hurricane Oscar, striking the east as a Category 1 storm, added to the disruption.
