Now, Republican lawmakers are taking a different approach: pushing a bill to allow individual school districts to opt out of the zero-emission school bus requirements. An opt-out waiver submitted to state Education Commissioner Betty A. Rosa would permanently exempt districts that are hesitant to accept the new mandate.
