The Court of Appeals is exactly what its title implies. Nearly all cases come to it on appeal from a lower court. If a case is tried in District or Circuit court, and the losing parties involved are not satisfied with the outcome, they may ask for a higher court to review the correctness of the trial court's decision.

Rule RAP 22 - Prehearing Procedure in the Court of Appeals
Dec 19, 2024 · (1) In all civil cases appealed to the Court of Appeals, except those specified in paragraph (A) (2), each appellant and cross-appellant shall file a prehearing statement no later than 20 days from the filing of its respective notice of appeal or cross-appeal. The prehearing statement shall be filed with the Court of Appeals.
Briefs are filed to the Court of Appeals by both parties to the case. Briefs are written arguments that address disputed issues. The Court of Appeals renders a written decision or opinion. The Court designates the opinion as to be published or unpublished.
